1. Refund a order with restocking fee first
2. go to change the restocking fee line to meet what amount you want
3. save and confirm tender
if forget to add the restocking fee to an refund order, we can add it back before confirm tender
1. pick up the refund order which does not cover restocking fee
2. add the restocking fee via service item
3. after that save and confirm tender
